LOTTERY SIDE POT FUNDS LOAN TO NYRA.(Main)

If you've been wondering how state lottery money - which is supposed to go to education - is funding a $20 million loan to help bail out the New York Racing Associa-

tion, it's coming from a pot of money the Lottery Division puts aside for administration.

The division can hold 15 percent of all lottery revenues for its administration. Once administrative expenses are paid, the excess normally flows, with other lottery revenue, to the state budget to fund school aid.

"We only need 11 to 12 percent; the remaining 3 to 4 percent goes to the education fund," says Jennifer Mauer, a lottery spokeswoman.
